
Silver Spring, Md. – May 23, 2025 – The National Marine Sanctuary Foundation proudly announces the appointment of two distinguished leaders to its Board of Trustees: Dr. Ruth Perry, Head of Permitting and Development for Shell Power, and Dr. Fabrice Egros, President of Corporate Development at Lupin.
Both trustees bring exceptional expertise at the intersection of science, business, and ocean innovation, advancing the Foundation’s mission to protect America’s treasured ocean and Great Lakes places.
Dr. Ruth Perry is a leading ocean scientist and policy advisor with over 15 years of experience in marine environmental strategy and ocean technology. At Shell, she leads global permitting and regulatory efforts and has pioneered initiatives that blend scientific research, industry innovation, and responsible stewardship. She has served on numerous NOAA and National Academies advisory boards, including the Flower Garden Banks National Marine Sanctuary Advisory Council and the NOAA Science Advisory Board, championing ocean conservation and sustainable energy practices.
Dr. Fabrice Egros is a global pharmaceutical executive with a lifelong passion for the ocean. As a certified PADI Dive Master, he has engaged in marine preservation efforts across Southeast Asia and the Indian Ocean. At Lupin, he leads global innovation and strategy, bringing a depth of experience in international partnerships and investment that will strengthen the Foundation’s engagement with the growing ocean enterprise sector. His leadership spans global companies including Pfizer, Sanofi, and UCB, with a record of building ventures and guiding strategic development across continents.

With the two new appointments, the Foundation continues to expand Board representation geographically near sanctuaries, such as the Texas Gulf Coast and Florida, with visionary leaders who support bipartisan solutions, sustainable ocean uses, and robust marine protections through the National Marine Sanctuary System.
